An administrative discount of 10% of the monthly charge shall be applied to all accounts which are paid on time according to the timetables of the monthly billing cycle as indicated on the bill. The water and sewer rates as enacted in §§ 54.03, 54.04 and 54.05 above, and § 54.08 below, are the discounted rates.
