(A) The following shall be the schedule of monthly charges for water service. The rates listed below are the discounted rates for prompt payment.

There shall be added to the rates listed above a surcharge for all customers whose service is outside the city corporation limits. Sewer Service Charges 2016
(1) The sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:
Base Cost $ 1.70
Debt Service Charge 1.10 per 100 Cubic feet per month*
User Charge 2.94 per 100 Cubic feet per month
* There shall be added a charge of $.60 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition annually in September beginning with the first billing cycle in the month the rates shall increase as follows:
Industrial Surcharge .35 per pound BOD/5 = 300 mg/l
.35 per pound TSS = 250 mg/l
Sewer Service Charges beginning 2017
(1) With consumption commencing January 1, 2017, the sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:
Base Cost $ 1.87
Debt Service Charge 1.21 per 100 Cubic feet per month*
User Charge 3.23 per 100 Cubic feet per month
* There shall be added a charge of $.66 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition, beginning with the first billing cycle in 2017, the rates shall increase as follows:
Industrial Surcharge .39 per pound BOD/5 = 300 mg/1
.39 per pound TSS = 250 mg/1
Sewer Service Charges 2018
(1) With consumption commencing January 1, 2018, the sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:
Base Cost $ 2.06
Debt Service Charge 1.33 per 100 Cubic feet per month*
User Charge 3.55 per 100 Cubic feet per month
* There shall be added a charge of $.73 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition annually, beginning with the first billing cycle in 2018, the rates shall increase as follows:

Sewer Service Charges 2019
(1) With consumption commencing January 1, 2019, the sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:

Debt Service Charge 1.46 per 100 Cubic feet per month*
User Charge 3.91 per 100 Cubic feet per month
* There shall be added a charge of $.80 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition annually, beginning with the first billing cycle in 2019, the rates shall increase as follows:

Sewer Service Charges 2020
(1) With consumption commencing January 1, 2020, the sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:

Debt Service Charge 1.53 per 100 Cubic feet per month*
User Charge 4.11 per 100 Cubic feet per month
* There shall be added a charge of $.84 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition, beginning with the first billing cycle in 2020, the rates shall increase as follows:

Sewer Service Charges 2021
(1) With consumption commencing January 1, 2021, the sewer service charge shall be calculated based on the volume of wastewater discharged directly or indirectly in the POTW system and shall be measured by the water used by each sewer user as shown by the water meter readings. The sewer service charge for users of the city shall consist of:

Debt Service Charge 1.61 per 100 Cubic feet per month*
User Charge 4.32 per 100 Cubic feet per month
* There shall be added a charge of $.88 per 100 Cubic feet per month to this cost for all customers whose service is used outside the city corporation limits. In addition, beginning with the first billing cycle in 2022, the rates shall increase as follows:
Industrial Surcharge .53 per pound BOD/5 = 300 mg/1
.53 per pound TSS = 250 mg/1
* With consumption commencing January 1, 2022 and thereafter sewer charges shall increase 2% per year.
