All customers of the city water and sewer system who are not users of a metered public or private water supply shall be charged a rate usage as follows.
Sewer charges: 400 cubic feet of water per month per individual living in the house for residential customers.
Commercial and industrial accounts shall be charged a fee based on average consumption for comparable accounts. The city shall be the final arbitrator of this flat usage estimate.
