§ 120.01 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   VENDING WAGON. Any vehicle or structure temporarily or permanently placed upon any street for the purpose of selling or vending peanuts, popcorn or other confectionery.

§ 120.02 LICENSE REQUIRED; FEE.
   (A)   It is unlawful for any person to operate a vending wagon without first having obtained a license therefor from the city.
   (B)   The annual license fee for each vending wagon shall be set by the City Council. The Council may, in its discretion, waive the license fee for non-profit organizations.

§ 120.03 CONSIDERATION.
   In addition to all other considerations, the Council shall consider traffic location and public convenience in determining whether or not to issue the license.
