§ 154.05 FINAL PLAT AND APPROVAL.
   (A)   Before accepting for approval a final plat of a subdivision which involves the laying out of new streets, the Commission will require the final plat be accompanied by a certificate of the City Engineer certifying that all required improvements have been constructed or installed in a satisfactory manner or by a performance bond as described in § 154.04. In case the subdivision is located in the unincorporated territory the certificates of the County Engineer and the State Board of Health certifying to the satisfactory construction or installation of the necessary improvements will be required by the Commission before accepting the final plat for approval. No certificate other than that of the surveyor which must be placed on the plat is required for subdivisions which do not include the laying out of new streets or the grading, paving, and installation of water and sewer lines in streets which shall have acquired the legal status of public streets prior to the adoption of these regulations.
   (B)   The final plat of the subdivision submitted shall be the one which will be recorded in the Gallatin County Court Clerk's office and shall clearly show:
      (1)   Name of the subdivision and the name of the larger tract of which it forms a part.
      (2)   Names of the subdivisions and the engineer or surveyor.
      (3)   The boundaries of the tract with accurate distances and bearings. These boundaries shall be determined by an accurate survey in the field which must be balanced and closed.
      (4)   Street lines of all existing or recorded streets, principal property lines, patent lines intersecting, crossing, or contiguous to the subdivision which shall be accurately tied to the lines of the subdivision by distances and bearings.
      (5)   The accurate location and description of all monuments. (Permanent monuments of natural stone or concrete shall be set at such critical points as will enable any skilled surveyor to correctly lay out any lot in the subdivision.)
      (6)   The length and bearings of the lines of all lots, streets, alleys, and easements as laid out, length of arc, points of curvature, radii, and tangent bearings in the case of curved lines. The system of lengths and bearings shall be balanced so as to be consistent throughout and consistent with the distances and bearings of the boundary lines.
      (7)   All the lots shall be numbered or lettered and all streets shall bear tentative names.
      (8)   The accurate outline of all property which is offered for dedication for public use, with the purpose indicated thereon and of all property that may be reserved by covenant for the common use of the property owners in the subdivision.
      (9)   Private restriction, if any.
      (10)   North-point, scale, and date. (Whether the north point is magnetic or true north, shall be indicated.)
      (11)   A certificate by a civil engineer or surveyor licensed under the provisions of KRS 322.010 et seq., to the effect that the plat represents a survey made by him and that all of the monuments shown thereon actually exist and their positions are as shown.
   (C)   After the final plat, together with the necessary certificates referred to in division (A) above, will have been received by the Planning and Zoning Commission it will be checked by the Commission as to its conformity with the preliminary plat as tentatively approved. If found to conform, the Planning and Zoning Commission will give its final approval to the final plat and endorse the same thereon. The Secretary of the Commission will then return the final plat to the subdivider or his agent for recording.
   (D)   The final plat of any portion of a larger subdivision the preliminary plat of which has been tentatively approved may be submitted for final approval.
   (E)   The Planning and Zoning Commission's approval of the final plat shall not be deemed to constitute or effect an acceptance by the public of any street or other open space offered for dedication and shown upon the plat.
