§ 154.04 IMPROVEMENTS.
   (A)   In the case of plats of lands lying within the corporate limits of the city and in which the laying out of new streets is involved, improvements and utilities described in division (B) below shall have been constructed or installed prior to the consideration by the Planning and Zoning Commission or approval of the final or record plat. However, in lieu of the completion of such improvements the Commission may accept a bond, certified by the City Attorney, with surety satisfactory to the Commission securing to the city the actual construction and installation of such improvements or utilities at a time and according to specifications fixed by the Commission.
   (B)   The character and extent of improvements and utilities to be constructed or installed in proposed subdivisions are as follows:
      (1)   Streets shall be graded full width.
      (2)   The roadway shall be paved and permanent curbs installed in accordance with city specifications as approved by the City Engineer.
      (3)   Whenever, in the opinion of the City Engineer, there is within a reasonable distance sanitary sewer trucks or storm drains, the subdivision shall be provided with a complete sewerage system which shall connect with such mains. Where connections with existing mains cannot reasonably be made, the disposal of sanitary wastes by approved methods shall be provided. The storm flow may be discharged into natural drainage channels. In general the entire sewerage system and the disposal of sanitary sewage and storm flow shall be planned and built to meet the approval of the City Engineer.
      (4)   Water mains with service lines to points beyond the curb shall be installed where necessary.
   (C)   In case of lands lying within the unincorporated territory and in which the laying out of streets is involved, the full street width shall be graded, a serviceable and properly drained roadway surface and permanent curbs and gutters approved by the County Road Engineer shall be constructed, a water distribution system shall be installed where public water is available, and in those subdivisions for the disposal of liquid sanitary wastes by methods approved by the State Board of Health shall be made prior to consideration by the Commission of approval of the final or record plat.
