(A) It shall be the duty of every person owning lots or real estate fronting or abutting on any sidewalk in the city to maintain, at his own expense and in suitable state of repair, the sidewalk and the right-of-way, including trees and natural growth, so far as it fronts or abuts upon his lot or real estate.
(B) It shall be the duty of the Mayor or Building Inspector to supervise construction or repair of sidewalks within the city. Specifications are to be prepared by the land owner for the construction of the various kinds of pavements and transmit the specifications to the Mayor, Building Inspector or the legislative body for approval.
(C) Every property owner shall repair all holes, uneven surfaces and other defects in the sidewalk, and he shall reconstruct or replace all or any part of the sidewalk that is not capable of ordinary restoration or repair. The material used for repair, replacement or reconstruction shall be of similar grade and texture as that used in the construction of the sidewalk.
(D) The construction or maintenance of planks, culverts or other crossings over the gutter of any public street in the city is prohibited. All persons desiring to drive from any street of the city to private property shall construct and maintain the crossing in such a manner as to leave the gutter open and unobstructed.
(E) All sidewalks shall be constructed of concrete, shall be at least four inches thick, and shall be at least four feet wide. Sidewalks shall be up to five feet wide along arterial or collector streets and roads, and along multi-family developments. Steel reinforcing, and expansion and contraction joints shall be installed during construction according to industry standards. The base for the sidewalks shall be compacted to eliminate settlement, and the disturbed area shall be backfilled, regraded to provide drainage, and shall be restored to provide vegetation. New or replacement sidewalks shall be matched to the width of existing sidewalks to be abutted. In order to enable persons using wheelchairs to travel freely and without assistance, at each crosswalk a ramp with nonslip surface shall be built into the curb so that the sidewalk and street blend to a common level. Such ramp shall not be less than 32 inches wide and shall not have a slope greater than one inch rise per 12 inches length, where practicable. In all ramps there shall be a gradual rounding at the bottom of the slope.
