The owner of the premises served by a sewer shall be responsible for the operation and cleaning of the building sewer from the building to the owner's subject property line and for the maintenance, operation, cleaning, repair and reconstruction of the building sewer from the building to the owner's subject property line. However, the city will charge the premises owner for service of sewer from owners property line to the city's main sewer line on a cost basis.
