Discharges of wastewater in violation of these rules and regulations in any manner or in violation of any order issued by the city or Mayor as authorized by these rules and regulations, is hereby declared a public nuisance. Such nuisance shall be corrected or abated as ordered by the city or Mayor. Intentionally creating such a public nuisance shall be a misdemeanor of the first degree.
