§ 51.032 USERS TO NOTIFY CITY OF DISCHARGES IN VIOLATION.
   (A)   Users shall notify the city immediately of any discharges or highway spills of wastes in violation of these rules and regulations to enable countermeasures to be taken by the city to minimize damage to the wastewater treatment system and/or the receiving waters.
   (B)   This notification shall be followed, within 15 days of the date of occurrence, by a detailed written statement from the user describing the causes of the discharge and the measures being taken to prevent its future occurrence.
   (C)   Such notification will not relieve users of liability for any consequential expense, loss, or damage to the wastewater treatment system or for any fines and/or penalties imposed on the city which result from the violative discharge.
   (D)   Users shall make available to their employees copies of these rules and regulations and together with such other wastewater information and notices which may be furnished by the Operator from time to time directed toward more effective water pollution control. A notice shall be furnished and permanently posted by the user in a conspicuous place advising employees who to call in case of any discharge in violation of these rules and regulations.
