(A) If any waters or wastes are discharged or are proposed to be discharged to the wastewater treatment system, which waters contain the substances or possess the characteristics enumerated in §§ 51.015(C), 51.018 through 51.022, or 51.024, and which, in the judgement of the Operator, may have a deleterious effect on the aforesaid system or receiving waters, or which otherwise create a hazard to life or constitute a public nuisance, the city may:
(1) Reject the wastes.
(2) Require pretreatment to an acceptable condition for discharge to the wastewater treatment system.
(3) Require control over the quantities and rates of discharge, and/or,
(4) Require payment to cover the added costs of handling, treating and disposing of the wastes not covered by the wastewater treatment system service charge.
(B) When the city finds that a discharge of wastewater in violation of these rules and regulations, or the provisions of wastewater discharge permit issued under the provisions of § 51.085 through 51.098, has taken place or threatens to take place, the Mayor may issue an order to cease and desist and direct that those persons not complying therewith shall:
(1) Comply forthwith.
(2) Comply in accordance with a time schedule set forth by the Mayor, or Operator.
(3) Take appropriate remedial or preventive action in the event of a threatened violation.
