§ 50.05 CONTAINER REQUIREMENTS.
   (A)   Each user of the garbage collection system shall provide suitable receptacles to contain garbage. All wet garbage shall be placed in substantial containers not subject to change by moisture. These receptacles and containers shall be placed at the curb in front of the users property on the dates when collections are to made in the area of users residence, or business, in sufficient time to permit the collector of garbage to collect same.    (B)   In order for any person or business within the city to receive the service of garbage pickup by the party contracting with the city to provide the service, all garbage to be picked up shall, at the time of pickup, be placed at or near the public roadway abutting or nearest to the property served in securely closed plastic garbage bags or metal dumpsters, or metallic or hard plastic garbage containers or other containers which are solid in structure, particularly the bottom of the container, so that the container when filled with garbage may be lifted and its contents emptied without spillage caused by collapse or giving way of the body of the container.
   (C)   No person or business shall be entitled to the pick-up of garbage stored or placed for pickup in a manner not in accordance with divisions (A) and (B).
   (D)   With regard to businesses, the requirement of division (B) above that garbage to be picked up be placed at or near the roadway shall be deemed satisfied if the garbage is placed in a shed or outbuilding readily accessible to the contractor and which has customarily been the place of garbage pickup for that business.
