Use of the city garbage collection and disposal system shall be mandatory for all persons and businesses within the city. No person, partnership, firm, or corporation shall dispose of, or attempt to dispose of garbage in any other manner, nor shall they be permitted to allow it to collect upon and lie about their premises. Any person, partnership, firm, or corporation who fails to place his garbage in proper containers for collection by the collector, or permits his garbage to be strewn about and on the streets or other public ways of the city shall, upon conviction, be fined as set forth in § 50.99. Each day of such violation shall constitute a separate offense.
