(a) In the event of a violation of any of the provisions of this chapter by any householder or other resident or person or by any retail, commercial or industrial user in the City, from whom refuse and garbage is being collected, the Director of Public Service shall notify such householder, resident or other person or such retail, commercial or industrial user, of such violation. Upon the failure to correct such violation, the service of the violator may be suspended until such time as the violation is corrected and subject to a fine as set forth in Section 917.08(b) of this Chapter.
(b) Any owner, householder, resident or other person or such retail, commercial or industrial user that places refuse and garbage for collection in violation of this Chapter shall be subject to the following fines:

(c) If the fine is not paid within 30 days of receiving notice of the fine, the City may take such actions as it deems necessary to collect such fines, including reporting the outstanding fines to Council, which may assess the same on the real estate which the fine has been assessed.
