In an election for the office of Mayor, the candidate receiving the highest number of votes fifty percent plus one of the votes cast in that election shall be declared the winner. Should no candidate receive fifty percent plus one of the votes cast, the two candidates receiving the highest number of votes will run in a run-off election the first Tuesday of December following the general election, and the candidate receiving fifty percent plus one of the votes shall be declared the winner.
