Write in votes for municipal candidates shall be permitted only if a duly nominated candidate cannot participate due to death or other disqualification, or if there be fewer candidates for any office than provided for by this Charter. The ballots used in municipal elections shall be without party mark or designation of any sort. Commencing with the year 1959 no primary election shall be held for the selection of candidates for any municipal elective office. The names of all candidates shall be placed upon the same ballot and shall be rotated in the manner provided by the general laws of Ohio. Any person may vote in any municipal election if such person is registered as a voter with the election authorities as prescribed by the laws of the State of Ohio.
