SECTION V-6. FIRE CHIEF.
   (a)    Appointment. The Fire Chief shall be appointed by the Mayor, subject to the approval of a majority of the members elected to Council. He shall be appointed from the Fire Department of Warrensville Heights or shall have had not less than ten years' training and experience in fire control in a fire control organization of at least comparable size to that of this Municipality. He shall hold office until retirement as provided by law, resignation, or until removed by the Mayor with approval of two-thirds (2/3) of the members elected to Council. If so removed, he shall be entitled, unless his removal shall have been for reasons which would have constituted grounds therefor under the provisions of law relating to Civil Service, to be restored to the highest position in the Department held by him prior to his appointment as Fire Chief.
   (b)    Duties. The Fire Chief shall have exclusive control of the stationing and transfer of all firemen and other officers and employees constituting the Fire Department under such rules and regulations as may be established by the Mayor.
