SECTION V-5. CHIEF OF POLICE.
   (a)    Appointment. The Chief of Police shall be appointed by the Mayor, subject to the approval of a majority of the members elected to Council. He shall be appointed from the Police Department of Warrensville Heights or shall have had not less than ten years' training and experience in law enforcement in a police organization of at least comparable size to that of this Municipality. He shall hold office until retirement as provided by law, resignation, or until removed by the Mayor with the approval of two-thirds (2/3) of the members elected to Council. If so removed he shall be entitled, unless his removal shall have been for reasons which would have constituted grounds therefor under the provisions of law relating to Civil Service, to be restored to the highest position in the Police Department held by him prior to his appointment as Police Chief.
   (b)    Duties. The Chief of Police shall have exclusive control of the stationing and transfer of patrolmen and other officers and employees constituting the Police Force, under such rules and regulations as may be established by the Mayor.
