SECTION IV-8. MEETINGS.
   (a)   Regular Meetings. The Council shall hold at least two (2) regular meetings in each calendar month, except for the months of June, July and August. During those months, only one Council meeting will be held on the third Tuesday of June, July and August. In the event that an emergency meeting is required, appropriate notice will be posted and the emergency meeting will be scheduled pursuant to Article IV, Section 8(c).
   (b)   Public Meetings. (Amended 5-3-94) All meetings of the Council, whether regular, special or emergency, or of its committees, shall be open to the public, except as provided in subsection (f) hereof.
   (c)   Special Meetings. (Amended 11-3-70) Special meetings may be called by the Mayor or any three (3) members of Council. There shall be given at least twenty-four (24) hours' notice in writing of such special meeting served personally on each member of Council or left at his usual place of residence. The notice shall state the subject or subjects to be considered at the meeting and no other subject shall be considered prior to the disposition of those for which such meeting was called, and no legislation shall be passed or adopted other than that pertaining to the subject or subjects contained in the notice of the meeting.
   (d)   Emergency Meetings. In the case of a local or national emergency the Mayor or President of Council may call an emergency meeting without twenty-four (24) hours' notice in writing. At such emergency meetings only ordinances dealing with the emergency shall be passed.
   (e)   Waiver of Notice. (Amended 11-3-70) The attendance at any special meeting of the Council shall be considered as a waiver of notice required by subsection (c).
   (f)   Executive Sessions. Council may call an executive session of its members for any regular or special Council meeting or committee meeting, or adjourn any regular or special Council meeting or committee meeting into executive session in any of the following circumstances, and as amended from time to time in Section 121.22(G) of the Ohio Revised Code:
      (1)   In any matter involving personnel including the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of any public employee or official, or the investigation of charges or complaints against a public employee or official;
      (2)   To consider the purchase, sale, lease or other disposition of real property;
      (3)   Conferences with an attorney or attorneys for the City concerning issues of pending, imminent or potential litigation;
      (4)   Preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment;
      (5)   Matters required to be kept confidential by federal law or rules or state statutes;
      (6)   To discuss confidential business information of an applicant for economic development assistance pursuant to Ohio Revised Code Section 121.22(G)(8).
      (7)    To discuss details relative to the security arrangements and emergency response protocols for the City, if disclosure of the matters discussed could reasonably be expected to jeopardize the security of the City.
