The chief executive power of the Municipality shall be vested in a Mayor. As administrator of the government, he shall appoint all department heads, including the Chief of Police and Chief of the Fire Department, subject to the approval of a majority of the members elected to Council, and shall exercise control over, and be responsible to the electors for, the operation of all departments and divisions.
