All installations for the self-service dispensing of motor fuels as herein defined shall comply with the following provisions:
(a) No person shall cause the erection or alteration of any filling station for motor fuels to include self-service dispensing devices without first obtaining a permit from the Building Commissioner.
No person shall engage in the operation of such a station without first having obtained the aforesaid permit from the Building Commissioner.
(b) All self-service stations shall be under the supervision and control of at least two authorized service station attendants at all times the station incorporates split-island operation.
(1) The authorized attendants shall at all times have a clear and unobstructed view of all self-service dispensing devices. There shall be no obstruction on the premises which hinder the view between the attendants and the self- service dispensing devices.
(2) All authorized attendants shall have a full knowledge of the operation of emergency shutoff controls hereafter described.
(3) An attendant shall turn off the dispensing equipment serving any person who refuses to follow the requirements as set forth in this Code, or the instructions posted for operation of the self-service dispensing devices, or who appears incapable of dispensing motor fuel safely.
(4) It shall be the responsibility of the station owner or manager to instruct all employees in the use of the emergency shutoff controls, fire extinguishing equipment, and all self-service dispensing equipment.
