4-1-1: DEPARTMENT CREATED:
There is hereby created a police department for the city and the office of chief of police. The department shall consist of the chief of police, who shall be in charge of the department, and such other members and officers as may be provided for from time to time by the city council. The chief of police shall be appointed by the mayor and city council acting jointly and shall report to the city administrator. The compensation paid to the chief of police and other members of the department shall be fixed by the city council.
Appointments of sworn officers of the department shall be made in accordance with the provisions of the Board of Fire and Police Commission regulations set forth in Chapter 1 of Title 2 of this Code, except the exempt positions of chief of police and deputy chief of police.
Changes in rank of sworn officers of the department shall be made by the Board of Fire and Police Commission upon the recommendation of the chief of police.
Appointments and changes in position or title of non-sworn staff shall be made upon the recommendation of the chief of police and the approval of the city administrator.
The appointment of deputy chief(s) of police shall be made in accordance with Section 4-1-12 of this Code.
