(a) Except where parking is otherwise prohibited or restricted, no person shall cause a motor vehicle to be parked on a street or other public property in any one location for longer than two hours.
(b) No person in violation of subsection (a) hereof shall cause the motor vehicle in question to remain parked in the location in question beyond two hours after the initial two hour period provided for in subsection (a) hereof.
(c) Any violation of the terms and provisions of subsection (b) hereof is a separate violation from, and a violation in addition to, any violation of the terms and provisions of subsection (a) hereof.
(d) Any motor vehicle which remains parked on a street or other public property in the same location for four hours or more after the initial two-hour period permitted in subsection (a) hereof shall be deemed to be in a tow away zone and shall be subject to the provisions of Section 351.15.
