The Director of Public Service and Safety and the Water Utility Manager are authorized to enter into mutual aid or assistance agreements with abutting municipal or county water systems when it is deemed that the agreement is necessary for the mutual protection of the systems on the basis of health, safety and cost reimbursement. Such contract shall be approved by the Director of Law, and shall be made after review and recommendations of the consulting engineers for the water system.
