   919.01 DEPOSIT CHARGE FOR NEW APPLICANTS.
   (a)    The Director of Public Service and Safety is hereby authorized to establish a deposit for water and sewer service for new users of these services in accordance with the following schedule:
(1)    For property owners living in their own residences in the City - not less than fifteen dollars ($15.00);
(2)    For all rental properties - not less than twenty-five dollars ($25.00);
(3)    For all units outside the corporate limits - not less than twenty-five dollars ($25.00).
   Where it has been established through experience that the charges for water and sewage service for one billing period exceed or would probably exceed the amount listed above, the Director is authorized to order a deposit equal to the anticipated charge for one billing period.
   (b)    The Director of Public Service and Safety is hereby requested to order the Water Department to collect these deposits when application is made at the Water Department by new users of these services, and to retain them until payment of the final bill upon termination of service.
   (c)    The deposit may be returned to a customer upon his request at the expiration of ten years provided that he is a property owner, and has a record of no delinquencies in the payment of water bills during the ten year period.

   919.02 ESTABLISHING GROSS AND NET RATES FOR BILLING.
   (a)    The Director of Public Service and Safety is hereby authorized to establish a gross rate and a net rate for the regular billing of the Water and Waste Water Department, the net rate to be computed by applying the latest billing rate established by ordinance and the gross rate to be computed as the net rate plus ten percent of the net billing.
   (b)    The net billing amount shall be paid within twenty-one days of the date of billing, and if not paid within that time, the gross billing shall be the amount paid by the customer. The gross billing shall also apply to those instances wherein partial payments of billings are made.
   (c)    The Director of Public Service and Safety is hereby empowered to remit the gross billing in unusual cases where extenuating circumstances would make the imposition of the gross billing unfair.
   (d)    No such gross billing shall be imposed or levied upon any governmental unit or agency presently under formal contract with the City for water or waste water service.

   919.03 DELINQUENT ACCOUNTS.
   (a)    If an account is assigned for collection to a debt collection agency pursuant to Warren City Ordinance No. 12196/09, the debtor, in addition to being responsible to pay the amount due on the account, shall also be responsible for, and shall pay, any contingency fee to which the debt collection agency is entitled.
   (b)   The contingency fee referred to within subsection (a) hereof shall be in addition to any other applicable fees and charges for which the debtor may be responsible.
