921.15 REDUCTION OF RATES.
   Council hereby recommends and requests the Director of Public Service and Safety to reduce the water rates for the following group of consumers situated inside the City limits and in accordance with the following suggested conditions:
(a)    The applicant must be sixty-five years of age or older, or permanently and totally disabled. The applicant must verify proof of age by displaying to the City, upon request, either a valid birth certificate or current Medicare Card.
(b)    The applicant must be considered the head of the household.
(c)    The applicant's gross family income shall determine the amount of discount per household, i. e.:
(1)    Gross family income not exceeding twelve thousand dollars ($12,000) per year shall be eligible to receive a rate reduction of twenty-five percent.
(2)    The applicant must reside at the location of the exemption applied for and need not own the residence. The applicant shall not reside with children who have reached the age of 18 years or other adult relatives and make application for that place of residence. The applicant shall be considered the head of the household and must sign an affidavit so declaring.
(3)    Exemptions will commence with calendar year 1981, and shall be applied for at the City Water Department. A proper representative shall make application for a permanently and totally disabled person.

(4)    The applicant may make application for the rate reduction at any time during the calendar year.

(d)    Reductions shall be granted on a yearly basis, and must be renewed annually. The person making renewed application must only provide proof of head of household status and gross annual income for the preceding year.
