Any connection or tap-in pursuant to Section 921.07
to an existing water main constructed by, and at the expense of, the City or any department thereof, shall not exceed two inches in size and shall not be made unless preceded by payment to the City of a fee of four hundred fifty dollars ($450.00) per connection or tap-in. Such fee(s) shall be separate from, and in addition to, any line construction costs.
