921.12 TAPS AND CONNECTIONS TO WATER MAINS.

All taps made on water works mains of the City shall be made only by appropriate personnel of the Water Department of the City. No connection shall be made to water works mains of the City except by appropriate personnel of the Water Department of the City or by a plumber duly licensed and duly authorized by the City.
