No connection shall be made to the water works mains of the City by a developer which extends the system until such extension is inspected and approved. The character and manner in which the work is performed on the extension, together with the materials used, shall be subject to the approval and satisfaction of the Water Utility Manager and the Director of Public Service and Safety. If, in the opinion of the Water Utility Manager, the proper inspection of the work shall require the service of one or more City inspectors, the developer making the extension shall reimburse the City for the salary of the inspectors for the period employed, at the same rate paid by the City, as provided by ordinance.
