921.06 EXTENSION OF WATER SERVICE OUTSIDE CITY; WATER METERS; WATER DISTRICT.
   (a)    Upon receipt of a request from the Board of County Commissioners, water service may be provided to an established water district beyond the corporate limits of the City by way of a master water meter to the district.
   (b)    Provision for such service shall be by contract, approved by the Director of Law, with the County Commissioners when authorized by Council, and shall, among other provisions, require that the extension and maintenance of the lines beyond the master water meter shall be the responsibility of the County or the water district, that the water district be defined and a map of the water district be provided, and all customer billing shall be by the County or water district, and that all extensions within the district shall be made in accord with the rules and regulations of the City Water Department as established from time to time, and the provisions of this chapter.
   (c)   Whenever a request is received for master meter water service to a water district, before recommendation to Council, it shall be evaluated by the City Water Department and the consulting engineers as to feasibility, the Water Department’s ability to provide the service and the effect such extension of service will have on the existing system.
   (d)   No extension of the area of a water district shall be made unless by amendment to the original contract and authorized by Council.
