(a) Each driver of a taxicab and motor-driven vehicle, as defined in Section 745.01
, shall pay a license fee as described below. Such fee shall be collected by the Director of Public Service and Safety, or department designated. Each cabby license shall be for a period of three years and shall expire at midnight of December 31 of the third year thereof.

Nothing contained in this section shall be construed to mean that there shall be any refund or prorated service time, of any license fee so paid in case any driver is no longer employed or operating a taxicab owned by the company.
