Unless otherwise expressly stated when used in this chapter, the following terms have the meanings respectively ascribed to them in this section:
(a) “Street” means any public street, alley or public way within the City.
(b) “Taxicab” means all motor-driven vehicles engaged in the business of carrying passengers for hire on the streets of the City, except motorbusses operated under franchise first obtained by ordinance of Council when such franchise provides for payment of a vehicle license fee, or certificate of convenience and necessity issued by the Public Utilities Commission of the State.
(c) "Taxicab company" means every corporation, company, association, joint stock association, person, firm or copartnership, their lessees, trustees, receivers or trustees appointed by any court whatsoever, owning, controlling, operating or managing any taxicab.
