All portable and mobile signs, with or without wheels shall be prohibited including, but not limited to, vehicles that are used expressly for the intent of advertising and attracting attention to businesses. This paragraph's intent is not to prohibit vehicles that are used regularly for transportation that contain advertising, but rather to prohibit the use of a vehicle to take the place of a permanent advertising structure.
