5.04.391: STREET AND STORM SEWER CONTRACTORS:
A.   No person, firm, association or corporation, acting as principal or agent, shall engage in or carry on the business of contracting for or operating as a street or storm sewer contractor and performing street or storm sewer construction in any of the streets, alleys, easements, or other property of the city without first having paid to the city treasurer a license fee or tax in the sum of two hundred fifty dollars ($250.00) and by presenting the receipt for same to the city clerk and procuring a license therefor;
B.   A maintenance bond must be obtained by the contractor and submitted to the city, as prescribed in section 12.04.030 of this code;
C.   A full set of plans for the construction work to be done which have been drafted by an engineer currently licensed in the state of Oklahoma, with said plans bearing the Oklahoma seal of the engineer, must be submitted for review and approval by the city engineer and all work done must be inspected and approved by the city building inspector or other city official duly appointed by the mayor and qualified to make such inspections as conforming with all applicable requirements of this code, particularly those prescribed in title 19, chapter 19.44 of this code.
