A. It is the stated goal of the City to ensure that the services provided in this Chapter are self-sustaining. In furtherance of that goal, the City Council shall, at least once per fiscal year:
1. Review the actual costs associated with the provision of such services;
2. Review the actual revenue generated through the fees and charges outlined in Section 8.08.150;
3. Review any factors which may impact the revenue generated or the costs associated with the services (to include a review of changes to the consumer price index for all urban customers, or CPI-U);
4. Review any recommendation from the City staff regarding possible changes to the services provided herein and/or to the fees and charges associated with such services; and
5. Make such amendments to this Chapter as the Council may deem appropriate to adjust the costs and/or revenue associated with the services provided herein to ensure that the revenue generated is adequate to cover the costs of the program. If no such amendments are deemed to be necessary, the Council shall make such finding affirmatively by majority vote of the members present at any regular or special meeting held during the year.
B. Nothing contained herein shall be deemed to establish any form of condition precedent on the City's ability to charge the rates outlined in this Chapter from year to year. The fees and charges outlined in this Chapter shall remain in full force and effect until amended or repealed by the City Council. (Ord. 1199, 11-19-2019)
