8.08.150: FEES AND CHARGES:
The following fees and charges are hereby established for the removal and disposition of garbage and rubbish to be paid to the City by the owner of any premises located on an established garbage route within the City. Such fees and charges shall be billed monthly in arrears and paid to the City on or before the tenth day of the month following the date of billing.
A.   For each single-family residence using a single service unit, duplex, triplex, and fourplex, twenty four dollars ($24.00) per month, per residence. If more than four (4) 40-gallon cans and/or eight (8) 33-gallon bags per residence are necessary, the rate will be an additional two dollars fifty cents ($2.50) per can or bag, per pick up.
B.   Multiple-dwelling units in excess of four (4) units, ten dollars ($10.00) per month, per unit. Each unit shall be permitted a maximum of 0.4 yards or 80.8 gallons of garbage or rubbish per month. Such garbage and debris service shall be accomplished by the use of eight (8) yard dumpsters or a combination of smaller dumpsters not to exceed the eight (8) yard total, necessary to accommodate the maximum according to the number of units, and shall be picked up not less than twice a week.
C.   The monthly charge for commercial users shall be based upon the service unit and frequency of pick ups in accordance with the following schedule:

D.   The City shall be responsible for maintaining all dumpsters provided for commercial users for usual wear and tear. When it becomes necessary, as determined by the Sanitary Supervisor or at the request of the user, to clean the inside of the dumpster due to other than ordinary permitted use, there shall be a charge of one hundred dollars ($100.00) to the user.
E.   For commercial users not requiring a dumpster, a maximum of four (4) 40-gallon cans will be picked up at the basic rate of twenty five dollars ($25.00) per month. If more than four (4) 40-gallon cans are necessary, the rate will increase six dollars ($6.00) per can, per month.
F.   The City shall charge an additional monthly fee of fifty cents ($0.50) for each residential unit to cover the costs of household hazardous waste collection and disposal.
G.   Limbs not bundled, trash and other solid waste not in a container, including furniture and appliances, shall constitute an additional charge to be established by the Public Works Director or his designee according to volume to be collected. The resident or owner of property may request such pick up service and the cost shall be added to the utility bill of the resident or owner for the next billing cycle. Further, any items of furniture, appliances, trash or solid waste not in containers or bundled which are placed or remaining at curbside on trash collection day shall be deemed abandoned for pick up by the City and may be removed by the City with the charge therefor added to the utility bill of the resident or owner for the next billing cycle.
   1.   A base flat fee of thirty five dollars ($35.00) shall be made for the removal of material up to and including the first cubic yard. Additional material may be included and removed at a charge of seventeen dollars ($17.00) per cubic yard up to a maximum of forty (40) cubic yards.
H.   Residential customers may rent a four (4) yard dumpster for a thirty (30) day time period. The customer shall complete an application and pay a fifteen dollar ($15.00) delivery fee for said dumpster. Customers with outstanding balances will not be allowed to rent a dumpster until their bill is paid in full. The customer shall call the Utility Billing Clerk when the dumpster needs to be dumped and a fee of seventeen dollars and fifty cents ($17.50) will be charged for each dump and reflected on their monthly utility bill.
