In addition to what is herein declared to be a nuisance, those offenses known to the common law or of the statutes of the state as nuisances may, in case the same exists within the Village of Wapella or outside the corporate limits but adversely affecting persons residing in the village, be treated as such and proceeded against as in this chapter provided.
