All buildings and structures, all parts thereof and all building services equipment shall be maintained in accordance with Section 1469.03. Every building, occupancy or use shall comply with the provisions of this chapter whether or not such building or use shall have been constructed, altered or repaired before or after the enactment of this chapter.
