1469.03 MAINTENANCE REQUIRED.
   Each owner and/or occupant shall keep all exterior components of every structure (including but not limited to all main structures and accessory structures) in good repair, structurally sound and sanitary, so as not to pose a threat to the public health, safety or welfare. This includes, but is not limited to, walls, roofs, chimneys, gutters, downspouts, drains, porches, steps, landings, fire escapes, exterior stairs, windows, shutters, doors, storefronts, signs, marquees, and awnings.
   (a)   All exterior wood surfaces, other than decay resistant woods, shall be covered with a protective coating, including paint, shingles, plastic/aluminum/asbestos or vinyl siding or other siding material so designed which preserves the structure and does not contribute to deterioration. All exterior walls shall be free from holes, breaks, and loose or rotting materials and maintained weatherproof and properly surface coated where required to prevent deterioration.
   (b)   All exterior surfaces shall be maintained free of deterioration, including but not limited to, broken glass, loose or missing shingles or siding, crumbling brick, stone, and mortar and peeling, scaling or deteriorated paint.
   (c)   The roof and flashing shall be sound, tight and not have defects that admit rains. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions. Roof water shall not be discharged in a manner that creates a public nuisance.
   (d)   Overhanging structures, including canopies, marquees, signs, awning, exterior stairways, fire escapes, and other structures with overhanging extensions shall be maintained in good repair and securely anchored to the structure. All decorative features such as cornices, corbels, terra cotta trim, and wall facings shall be maintained in good repair with proper anchorage and in a safe condition.
   (e)   All exterior metal surfaces subject to rust or corrosion shall be protected from rust and other signs of decay by application of a weather protective material such as paint.
   (f)   Every exterior stairway, deck, porch and balcony, and all appurtenance attached thereto, shall be maintained structurally sound and in good repair, with proper anchorage and capable of supporting the imposed loads.
   (g)   All chimneys, cooling towers, smoke stacks, and similar appurtenances shall be maintained structurally sound and in good repair.
   (h)   Every handrail and guard shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
   (i)   Every window, skylight, door and frame shall be kept in sound condition, good repair and weather tight.
   (j)   Non-operative or broken electrical signs shall be repaired or removed unless their removal decreases the value of the property. All out-of-date signs and sign structures that bear no relationship to the present use of the property shall be removed unless their removal decreases the value of the property.
   (k)   All structures and buildings shall be weatherproof and shall not harbor rodents, termites or other vermin.
   (l)   All accessory structures, including detached garages, fences and walls, shall be maintained structurally sound and in good repair.
   (m)   All vacant structures and premises thereof or vacant land shall be maintained in clean, safe, secure and sanitary conditions as provided herein so as not to cause a blighting problem or adversely affect the public health or safety.
   (n)   All exterior property and premises shall be kept free of excessive accumulations of trash, garbage, waste, rubbish, refuse, and any other substances which may cause a fire hazard or may act as a breeding place for an infestation of vermin or insects.
   (o)   All premises shall be graded and maintained to prevent the erosion of soil and to prevent the excessive accumulation of stagnant water thereon. All sidewalks, walkways, stairs, driveways, parking spaces and similar areas shall be kept in proper state or repair, and maintained free from hazardous conditions.
   (p)   Pipes, ducts, conductors, fans or blowers shall not discharge gases, steam, vapor, hot air, grease, smoke, odors or other gaseous or particulate wastes directly upon abutting or adjacent public or private property or that of another tenant so as not to cause a blighting problem or adversely affect the public health or safety.
