(a) The plan review, permit or inspection fees set forth herein shall be collected by the Director of Public Service and Safety or his or her designee and shall be collected in full prior to the issuance of any permit. When a building is to be constructed or remodeled, the general contractor shall assume complete responsibility for all phases of the construction, including, but not limited to, those phases completed by subcontractors. Fees shall be computed according to the following schedule:
Fee Schedule
(1) Standard fees.
A. Plan review.
1. Structural: $1.00 per 100 square feet w/min. of $10.00 fee
2. Electrical: $1.00 per 100 square feet w/min. of $10.00 fee
3. Plumbing: $2.00 per trap - no minimum
4. HVAC: $1.00 per 200 square feet w/min. of $5.00 fee
B. Permit.
1. Structural: $1.00 per 100 square feet w/min. of $10.00 fee
2. Electrical: $1.00 per 100 square feet w/min. of $10.00 fee
3. Plumbing: $2.00 per trap - no minimum
4. HVAC: $1.00 per 200 square feet w/min. of $5.00 fee
C. Inspection.
1. Structural: $2.00 per 100 square feet w/min. of $15.00 fee
2. Electrical: $2.00 per 100 square feet w/min. of $10.00 fee
3. Plumbing: $4.00 per trap - no minimum
4. HVAC: $1.00 per 100 square feet w/min. of $5.00 fee
Area is calculated on outside dimensions of each level of the structure, excluding basements.
(2) Swimming pools.
Above ground $15.00
In or on ground $30.00
Temporary private swimming pools $5.00
(4) Contractor's registration fee. $20.00 per year (See Section 1444.05 of these Codified Ordinances.)
(5) Exemption. Structures without foundations and not more than 200 square feet of floor area shall be exempt from the structural portion of the Standard Fee Schedule, but shall be subject to the electrical, plumbing and HVAC portions of said Standard Fee Schedule when applicable. To be considered as a structure without foundations, the following criteria must be met:
A. Less than 200 square feet of floor area.
B. A detached structure.
C. Placed on a solid floor of either pressure-treated weather-resistant wood, or on concrete.
D. When placed on a wood floor, the wood floor must be supported by a minimum of two 4-inch by 4-inch pressure-treated runners or equivalent; when placed on a concrete floor the structure must be anchored to the floor at each corner and along each side, not to exceed six feet apart.
E. Total height of the structure shall not exceed 12 feet above ground level.
F. No opening shall exceed 84 inches or seven feet in width.
G. No roof overhang shall exceed 16 inches beyond the building walls.
H. The structure shall not be used as a living quarters nor to house or store automobiles or trucks.
I. This criteria shall apply to any on-lot detached structure including "play houses" and "recreational structures".
J. Subject to the standard zoning fee and set back requirements as listed in Part Twelve of the Codified Ordinances of Wapakoneta.
(b) Where work for which a permit is required by the Building and Housing Code is started prior to obtaining such permit, and where no emergency is involved, the fees required for such permit shall be doubled. The payment of such double fee shall not relieve any person from fully complying with the requirements of the Building and Housing Code or any law of the State or ordinance of the City.
