(a) License Required. No person, whether a resident or a nonresident of the City, shall engage in canvassing from house to house or in business places, or in soliciting by telephone, for orders of books, magazines or other literature when a payment, in whole or in part, is necessary or required to be paid prior to the delivery of the items solicited for, without a license to do so issued by the Police Chief. Persons desiring to be licensed shall make application therefor as provided in Section 880.04.
(b) Exceptions. No license shall be required for students of City schools engaging in solicitation of subscriptions for books, magazines or other literature when the solicitation is under supervision of City school authorities.
