260.07 POSITION CLASSIFICATION PLAN.
   (a)   The position classification plan provides for the classification of each employment position in the City, so that personnel problems may be dealt with as systematically and equitably as possible, and so that the principle of "equal pay for equal work" may be observed.
   (b)   The plan shall be used:
      (1)   As an aid in the determination of lines of promotion;
      (2)   In defining payroll items in several departments and fund budgets; and
      (3)   In determining salaries for various types of work.
   (c)   Development of the position classification plan is as follows: The Director of Public Service and Safety shall be responsible for the proper and continuous maintenance of the classification plan so that it will reflect on a current basis the duties being performed by each employee of the City and the class to which each position is allocated. Revisions of the class specifications and reallocations within the classification plan shall be as follows:
      (1)   The Director of Public Service and Safety shall study the duties and responsibilities of each new position as it is created and, on the basis of that study, place the position in the appropriate class within the classification plan.
      (2)   Changes in the duties or responsibilities of any position involving either the addition of new assignments or the taking away or modification of existing assignments shall be reported to the Director of Public Service and Safety by the department heads. If these changes are determined to be permanent or more than minor changes, and justify reallocation to a different classification, the Director of Public Service and Safety shall place such position in its appropriate classification. Reallocations involving civil service shall be reported to the Civil Service Commission by the Director of Public Service and Safety so that its rules and regulations may be followed as required.
      (3)   The Director of Public Service and Safety shall periodically review the classification of positions and, on the basis of such review, may combine, abolish or, if necessary, upon approval of the City Council, establish new classifications.
      (4)   The Director of Public Service and Safety, as chief administrative officer, shall be the appointing authority for all positions in the Department of Public Service and Safety, except the positions set out in Section 260.15(a). The responsibility for the maintenance of a superior degree of efficiency, discipline and morale is that of the Director of Public Service and Safety, and the Director may remove from the City service any employees appointed by him or her and shall exercise control and supervision over all subdepartments and classifications in the Department of Public Service and Safety. All new employees must complete an employment application form prior to approval for employment and submit to a physical examination by a competent physician designated by the City. The expense of the examination will be borne by the City.
      (5)   Due to the nature of certain job duties or requirements, an employee may be requested to live in the City or within a specified distance from the City limits. The employee will be informed of this at the time of employment.
      (6)   An employee may at any time submit a written request, through his or her department head, to the Director of Public Service and Safety for a review of the allocation of his or her position, setting forth the reasons for justifying the review. The Director of Public Service and Safety shall make, or cause to be made, an investigation of the position, with a view to determining its correct allocation. The decision of the Director of Public Service and Safety shall be reported to the employee.
