As used in this chapter, "contractor" means any firm, individual, co-partnership, corporation, association or any other organization, or any combination thereof, who or which, by himself or herself or itself, or by or through others, constructs, alters, repairs, adds to, subtracts from, reconstructs or remodels any building, structure or appurtenance thereto, or undertakes, offers to undertake, purports to have the capacity to undertake or submits a bid to undertake any of such activities. "Contractor" includes general contractors, subcontractors and specialty contractors or Journeymen whose operations as such are the performance of construction work requiring special skill and whose principal contracting business involves the use of specialized building trades or crafts, and includes those contractors who are engaged in the following types of work:
(a) General
(b) Excavating
(c) Masonry
(d) Fireplace
(e) Concrete
(f) Carpentry
(g) Electrical
(h) Plumbing and sewer
(i) Heating and air conditioning
(j) Roofing
(k) Paving
(l) Swimming pool
(m) Specialty
The term "contractor" includes a property owner who undertakes any of the activities set forth in subsections (a) to (m) hereof, except, however, that the Inspector of Buildings is hereby authorized to waive the registering requirements of Section 1446.02, as to such property owners, if, in the opinion of the Inspector, the activities undertaken or to be undertaken by the property owner are minor interior or exterior repairs, or alterations to or within structures which do not involve any change in structural parts or in stairways, chimneys, heating, ventilating or air conditioning equipment, electrical or plumbing installations, means of ingress or egress, light or ventilation. The decision of the Inspector hereunder, either denying the registration or requiring registration of a property owner, may be appealed under Section 1446.03.
