Animals that bark or howl excessively, during the hours of 9:00 p.m. to 6:00 p.m., within the city limits are hereby declared a nuisance. Upon a written complaint being filed with the Finance Office, a letter of warning shall be posted by law enforcement at the property of the offending animal. All letters shall be posted by law enforcement.
