If a source of solid waste is not a “residential source”, as defined in § 52.01 of this chapter, or a “small business source”, as defined in § 52.01 of this chapter, then the Director of Public Works may designate the source a “commercial source”. All commercial source users shall be responsible for their own solid waste collection.
