For the purpose of this chapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
APPROVED CONTAINER. A container not to exceed 96 gallons in capacity with a tight-fitting, water-proof lid, which will hold any and all solids or liquids inside of the container.
BUILDING MATERIAL SCRAPS. Scrap building material from construction, reconstruction, remodeling or repair of a building, walkway, driveway, sign or other structure, including, but not limited to, excavated earth, tree stumps, rocks, gravel, bricks, plaster, concrete, lumber or any other similar material used in construction or the containers or wrappings thereof.
COMMERCIAL SOURCES. All structures, establishments, enterprises and non-residential structures or activities which generate solid waste, including commercial, non-profit, industrial and any other activities or structures which are not residential as defined herein, and which have not been designated a small business source by the Director of Public Works.
GARBAGE. All putrescible wastes, including animal and vegetable matter, animal offal and carcasses and recognizable industrial byproducts, but excluding sewage and human wastes.
RECYCLABLE CORRUGATED CARDBOARD.
(1) Clean, unwaxed paper or boxes made from thick layered paper which is formed with grooves and ridges typically used for the shipping and storage of products and merchandise.
(2) The term CLEAN shall mean free from contaminants including, but not limited to, plastic bags, liners, film, Styrofoam packaging material and wood.
(3) Cardboard soaked by oil, grease, food matter or any type of excrement is not considered recyclable.
RECYCLABLE MATERIALS. Those materials which are capable of being recycled and which would otherwise be processed or disposed of as solid waste, as defined by G.S. § 130A-290(a)(26).
REFUSE. All non-putrescible wastes.
RESIDENTIAL SOURCES. Include single-family, multi-family and mobile home dwellings or structures which generate solid waste, but shall not include nursing homes, rest homes, hospitals, dormitories, hotels, motels and other similar structures or activities.
SMALL BUSINESS SOURCES. A source which is not residential or commercial but which has been designated a small business source by the Director of Public Works and which meets the requirements set forth herein.
SOLID WASTE. Garbage, refuse, rubbish, trash and other discarded solid materials including solid waste materials resulting from homes, businesses, industrial, commercial and agricultural operations and from community activities, but does not include solids or dissolved materials in domestic sewage or other significant pollutants in water resources, such as silt, dissolved or suspended solids in industrial waste water effluents, dissolved materials in irrigation return flows or other common water pollutants.
YARD WASTE. Tree limbs, leaves, shrubbery, weeds, plants, grass or pine straw.
