(A) It shall be unlawful for any person to any extent, entirely or in part, to obstruct or encumber any portion including vertical airspace of any public right-of-way, street, alley, sidewalk, or public ground in the city. Specifically prohibited, and for example purposes only, are basketball goals and other like structures or devices.
(B) The city may remove an encroachment or obstruction on a public right-of-way, street, alley, sidewalk or public ground in the city.
