Special days will be set aside by the city for a licensing and rabies vaccination clinic. Cost of rabies vaccination will be included in licensing fee during rabies clinic only. Any dog or cat being subject to § 90.03 shall be licensed immediately, by the owner, keeper, custodian, or other person in possession or feeding or bringing the animal into the city, notwithstanding the annual licensing set forth in § 90.03.
