No owner or operator shall cause any service, facility, equipment or utility, which is required under this chapter, to be removed from or shut off from or discontinued in any occupied dwelling let or occupied by him, except for such temporary interruption as may be necessary while actual repairs or alterations are in progress, or during the temporary emergencies when discontinuance of service is approved by the Code Enforcement Official or other officials of the city. This section shall not be construed as to prevent the cessation or discontinuance of any such service upon order of the Code Enforcement Official or any other authorized official which is consistent with the utility shutoff policy as established by the city.
