§ 152.032 MAINTENANCE OF EXTERIOR OF DWELLINGS.
   In addition to the requirements of § 152.017, the exteriors of all one, two and three family dwellings shall be maintained in accordance with the following provisions:
   (A)   Structural members. All exterior structural members shall be maintained free from deterioration, and shall be capable of safely supporting the imposed dead and live loads.
   (B)   Window. Every window required to be openable for ventilation or egress by this code or the building code, shall be easily openable and capable of being held in position by window hardware.
   (C)   Foundation walls. Foundation walls shall be maintained plumb and free from open cracks and breaks and shall be kept in such condition so as to prevent the entry of rodents and other pests or the pooling of water on basement floors.
   (D)   Roofs and drainage. Roofs and flashings shall be sound, tight and not have defects that admit rain. All residential structures shall be provided with downspouts and eave or cornice gutters and the roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. All new and existing roof drains, gutters and downspouts shall be maintained in good repair and free from obstructions. Roof water from any structure shall not be discharged in a manner that creates a public nuisance. When in the opinion of the Code Official or the Public Works Inspector, roof water discharge is causing unnatural drainage onto the lands of adjacent property owners, or creating a nuisance to the general public, he or she shall order such drains to be directed to the public storm sewer, an underground leaching system in compliance with the provisions of § 150.127 of the City of Wadsworth Building Code, or other methods approved by the Code Official or Public Works Inspector.
   (E)   Overhang extensions. Structures with overhang extensions including, but not limited to canopies, signs, metal awnings, fire escapes, and exhaust ducts shall be maintained in good repair and be properly anchored so as to be kept in a sound condition.
   (F)   Chimneys, vent, and antennas. All chimneys, vents, antennas and similar appurtenances shall be maintained structurally safe, sound and in good repair.
   (G)   Stairways, handrails, decks, porches and balconies. Every exterior stairway, landing, ramp, deck, porch and balcony, walking surface and all appurtenances attached thereto, shall be maintained structurally sound, in good repair, with proper anchorage and capable of supporting the imposed loads. Every required and existing handrail and guardrail shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
      (1)   Where no walls exist along a stairway of more than four risers, handrails shall be installed in an approved manner.
      (2)   Exterior stairways, handrails, and guardrails, landings ramps, decks, porches and balconies, and other walking surfaces in shall be maintained in compliance with the applicable building code at the time of construction or alteration.
   (H)   Exterior doors. All exterior doors, door assemblies and hardware shall be maintained in good condition and reasonably weather-tight. Every basement hatchway shall be maintained to prevent the entrance of vermin, rodents, rain and surface drainage water and shall possess a locking device to protect the occupants and equipment from unwanted entry.
   (I)   Locks. Locks at all entrances to dwelling units shall tightly secure the door and be maintained in good operating condition. All egress doors shall be readily openable from the side from which egress is to be made without the use of a key or special knowledge or effort.
